why are poor countries not accessing SOLAR POWER

As the debate rages, I wondered why goverments of so called poor or developing counties of the south aren't accessing SOLAR power as their basic energy source,,, ????

Perhaps this would shake up the MARKETs for OIL!!!

I am really disturbed by the argument that some personalities with [not so hidden agendas ] are commenting with some as if scientific authority (from where ???) on CLIMATE CHANGE & GLOBAL WARMING....
